[Wilbur Breslin], a well-known developer of shopping centers on Long Island, proposes to build a regional shopping mall, up to 12,665 housing units, millions of square feet of office and industrial space, a hotel and a cultural center in a vast area near Brookhaven National Laboratory. He made known details of the project by filing a five-volume, 16-pound environmental impact statement with the Brookhaven Planning Board. Times have changed in other ways, though. Levittown was brought closer to reality when 800 persons clamoring for housing jammed a Hempstead Town Board meeting in May, 1947, demanding that building codes be revised to permit [William J. Levitt] to build cellarless houses. Breslin, figuring to get no such outpouring of support, has spent several nights over the past few weeks debating the relative merits of his project with Brookhaven civic groups.
